Russia Is One Step Closer to Adoption of New Classification, SDS and Labeling Standards

On 12 March 2021 the Coordination and Information Center of the Commonwealth of Independent States (CIS) on Rapprochement of Regulatory Practices (CIS center) announced the completion of the final versions of the new classification, SDS and labeling standards for chemical products.

According to the announcement, the Technical Committee 339 Safety of Raw Materials, Materials, and Substances summarized the results from public discussion of the first drafts of the standards. Using this information, the CIS center prepared the final editions of the interstate standards.

The new standards will replace the existing standards:

• GOST 30333-2007 Safety Data Sheet for Chemical Products. General Requirements
• GOST 32419-2013 Classification of the Hazard of Chemical Products. General Requirements
• GOST 31340-2013 Preventive Labeling of Chemical Products. General Requirements

These new draft classification, SDS and labeling standards are officially under the umbrella of the Intragovernmental Committee for Standardization, Metrology, and Certification of the CIS. Standards released by this organization have the character of interstate standards and must be officially adopted or cited in a legal act in order to be applicable in a particular country.

It is expected that the new standards will support the implementation of the Technical Regulation of the Eurasian Economic Union On Safety of Chemical Products (TR EAEU 041/2017).

Once the new CIS standards are approved by the intragovernmental committee, the member states will adopt the standards as national standards, or the standards will be listed as implementation standards to the TR EAEU 041/2017.

Currently, concurrent standards will be enforced on 1 June 2022 by the Russian Federation. The content of the Russian standards is almost identical to the latest published drafts of the CIS standards. The unofficial explanation is that the Russian standards will be used as a safety net in case the CIS standards are not adopted and enforced by mid-2022.

The CIS standards will impact the content of the SDS in all EAEU member states (Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia) and should be monitored closely by any manufacturer or importer of chemicals in the EAEU.
