The 14th meeting of the Chemical Review Committee of the Rotterdam Convention will be held 11-14 September 2018 and will consider documentation supporting the addition of several pesticides and industrial chemicals to Annex III of the Convention.
Notifications of final regulatory action
At the September meeting, the Committee will review the notifications of final regulatory action for the following chemicals (notifying party):
- Hexabromocyclododecane (Canada);
- Methyl-parathion (Panama);
- Perfluorooctanoic acid (PFOA), its salts and PFOA related compounds (Canada).
If the Committee concludes that the above notifications meet the criteria set out in Annex II to the Convention, the Committee may recommend that the chemical/s be made subject to the prior informed consent (PIC) procedure and, accordingly, be listed in Annex III to the Convention.
Draft decision guidance documents
Additionally, the Committee will consider draft decision guidance on the following chemicals:
- Acetochlor - pesticide;
- Hexabromocyclododecane - industrial chemical; and
- Phorate - pesticide.
As a result of the above reviews, the Committee may finalize the draft decision guidance documents and make a recommendation to list the chemicals in Annex III to the Convention.
Handbook
At the September meeting, the Committee will also review the updated "Handbook of Working Procedures and Policy Guidance for the Chemical Review Committee."
Business Impact
The chemicals listed in Annex III to the Rotterdam Convention include pesticides and industrial chemicals which the Conference of the Parties (COP) has decided to subject to the prior informed consent (PIC) procedure. Annex III lists substances which are found to be hazardous to human health and the environment. The PIC Procedure prevents the shipment of a listed chemical to a Party that has indicated that it does not want to receive such shipments. Amendments to the list of substances in Annex III of the Rotterdam Convention are adopted into national legislation of Parties to the Convention, adding restrictions or bans around the globe.
The September Rotterdam Convention Chemical Review Committee meeting will be held in coordination with the Persistent Organic Pollutants (POPs) Review Committee of the Stockholm Convention.
